Mortality Indicators for Beneficiaries of the RGPS and Assistance Support for the Elderly – A Preliminary Exercise based on INSS Records

A population's mortality levels and patterns are essential for carrying out financial and actuarial calculations in pension systems and for fitting important parameters such as the minimum retirement age. Since 1999, Brazil has adopted mortality tables produced by the Brazilian Institute of Geography and Statistics (IBGE). However, these tables and their indicators do not directly represent the levels and patterns of mortality of beneficiaries of the General Social Security System (RGPS). In this context, this work proposes mortality estimates by species of contributory, semi-contributory and non-contributory voluntary pension beneficiaries, based on administrative data from the National Social Security Institute (INSS) for the year of 2015, using the Heligman-Pollard parametric model, restricted to mortality in mature and advanced ages (55-90 years), by sex and species groups, considering that the related benefits are associated with the loss of working capacity due to aging.
